1. One of the prime objectives of RUIDP is to ensure that intended
benefits reach the target groups. In RUIDP it is understood that mere
physical outputs like successful completion of works is not the end
result. The end result is successful outcomes in form of benefits
to the society and realization of project objectives. Accordingly,
instructions have been issued to the officials and consultants of
PIU and DSC to ensure that the desired benefits of the works reach
the society to fulfill the ultimate objectives of the project.

RUIDP has engaged Dalal Mott Mac Donald as independent 'Benefit Monitoring
and Evaluation' (BME) Consultants to evaluate and assess the works
taken up under different sectors of RUIDP and assess the extent to
which the socio-economic benefits are accrued to the society at large.
The study in the first quarter looked into pre-project scenario for
the selected sampled 63 packages out of the total 197 packages in
six cities.
3.Indicators for both baseline and BME was worked out through discussion
and consultations with PMU using Logical Framework Analysis. BME Consultants
have completed survey in all six cities as its first task to collect
pre-project situation on selected packages which will further superimpose
on BME. On the basis of the findings of baseline survey, city-wise
report is submitted. A number of case studies on gender, role of public
in infrastructure, MIS for stakeholder, are planned to bring in new
impetus to BME. During BME phase, survey will be conducted to quantify
socio-economic benefits accrued to public and thereby recommendations
will be forwarded to ADB in consultation with PMU for future line
of action which will justify RUIDP intervention. By way of evaluation,
efforts will also be made to assess how far the project activities
succeeded in fulfilling the basic requirements of the beneficiaries
and uplift the living standards of the general public. On the basis
of such studies city wise and sector wise evaluation reports will
be prepared. As per need, special case studies in selected packages
will also be taken up, so that in depth analysis can be done for the
purpose of evaluation. The consultant submitted base line report for
all six cities.
4. The Final study will be conducted for benefit monitoring and evaluation of the same 63 selected packages which are indicative of the entire RUIDP activities in the six cities. The BME of these 63 selected packages will give the impact and benefit accured to the public by the work of RUIDP. The final BME study will be given to new agency.
