COMMUNITY ACTION PARTICIPATION PROGRAM (CAPP-Phase-II)


INTRODUCTION:
The Community Awareness and Participation Program (CAPP) is one of five core components of the Rajasthan Urban Infrastructure Development Project (RUIDP). CAPP is principally intended to promote community involvement in the Project and contribute to the delivery of sustainable urban services through capacity building and community awareness and education programs regarding the implementation and management of project facilities and the environmental, health and sanitation aspects of project investments. It also serves and supports other objectives of the The RUIDP CAPP provides an encompassing participatory envelope for overall Project implementation. This involves coordination and delivery of a comprehensive set of activities and services at several levels- state, city, community, and household; and across multiple urban sectors including water supply, sanitation, solid waste management, and slum improvement.

Activities and services packaged in the CAPP include project promotion and advocacy, awareness building, community development, training and capacity building, monitoring, and other measures supporting informed participation of Project beneficiaries, communities, and stakeholders in RUIDP implementation.
Central features of the RUIDP CAPP include recruitment of an apex-level State-based non-governmental organization (NGO) or community-based organization (CBO) by the Project Management Unit (PMU) to assist in detailed formulation and implementation of the project-wide CAPP; appointment of city-level NGOs/CBOs to assist Project Implementation Units (PIUs) in CAPP implementation and coordinate activities in the six Project cities; and the mobilization and involvement of additional NGOs/CBOs to support the design and execution of specific RUIDP subprojects.

To design and implement the CAPP, state level NGO Indian Institute of Rural Management (IIRM) was engaged on October, 2003 to March 2008. Project.

 

OBJECTIVE:
Appreciating the fact that the long term success of the project dependence on the willingness of local communities to sustain improved services and facilities provided by the project, Community awareness and participation program(CAPP) has been designed as an integral part of RUIDP with objective of fostering greater awareness and involvement of the communities for participation in all aspects of project decision making. The main objectives of CAPP is to:

" Promote participatory community involvement in the project and to contribute to the delivery of sustainable urban service.
" Cover community awareness, participation, and education with respect to implementation and management of the project facilities, and to educate communities about environmental sanitation and health linkages.
" Inform the project beneficiaries about implications to the community in terms of benefits and responsibilities, including the need to pay for sustainable urban and civic amenities.
" Stimulate civic concern about environmental quality and responsibility.
" Ensure that the communities develop a sense of "ownership" of the new and rehabilitated infrastructure and services

METHODOLOGY:
The methodology adopted for implementation of CAPP program includes mobilization of community, development of IEC material and organization of training programs. Main activities of CAPP methodology are as below: -

Community Awareness
" Community awareness through public meetings, group meetings.
" Rally, Quiz competitions, Drawing and Painting competitions.
" Distribution of Handbills, Pamphlets, Booklets, Posters, and Folders related to project works.
" Organizing Exhibitions .
" Organizing Nukkad Natak [street plays], Puppet Shows.
" Educational Films for school children.
" Display of RUIDP films, Jingles, and Spot Advertisements.
" Telecasting of scroll messages through local cable network.
" Publication of appeals and messages through newspapers.
" To reach the public through newspapers and TV networks by publishing the works of RUIDP.
" To display Traffic rules and reflective traffic sign boards on National Highways.
" Discussion on AIR by CAPP and RUIDP officials on major national, international days (Environment, Population day and so on.)
Formation of Groups
" Formation of local ward committees, women groups, SHGs to look after the properties of RUIDP.
" Capacity building of formation groups.
" Coordination with SHGs, local ward committees, Ad. Agencies, Media agencies etc.
" To identify and co-ordinate with helping groups.
IEC
" Handbills, pamphlets, Booklets, Posters, Folders, Newsletter etc.
" Songs with massages
" Audio visual advertisements of songs with massages.
" Audio visual advertisements of RUIDP
" Documentary films on the works of RUIDP.

Training Programme and Workshops
" Organizing training programme and workshop for development of efficiency and better co-ordination of RUIDP works.
" Co-ordination with development agencies.
" Co-ordination with local NGOs and district administration for public awareness.
" Mutual consultations with the experts on the 'QUESTT' of RUIDP.
" City wise workshop for members of ULB's.

IMPACT & OUTCOMES:
The impact of CAPP activities under RUIDP motivated the community for sustainable development of facilities created by RUIDP. Public was motivated for taking sewerage connections, proper disposal of solid waste, hygiene, conservation of drinking water, aware and follow the traffic rules, conservation of heritage structures. Several campaigns, seminars, orientations, trainings were organised at different levels on various facets health, hygiene, water and sanitation, solid waste management, sewerage, property connection, road safety and other RUIDP related sector. IEC material also brought out on above issues. Several documentary films/audio albams on above issues were also produced through CAPP program and were telecast/broadcast through Doordarshan and All India Radio which helped in generation of awareness in the community on above issues of social concern and also publicized RUIDP works. Several Construction Management System workshops were organized to enhance the capacity of RUIDP officers. The programs were designed to help enhance the understanding of the project and through people's participation ensure sustainability of the assets/services provided. Outcome of organizing various sewerage connectivity camps at Jaipur, Jodhpur and Bikaner was that community was motivated and 9878 sewerage connection at Jaipur, 13517 at Jodhpur and 11528 at Bikaner were released during and after the camp generating approximately 317 lacs revenue realization. Similarly water connectivity camps were organized at Jaipur, Kota, Jodhpur and Ajmer to facilitate the community for releasing water connections where pipe lines were laid by RUIDP. In Jaipur 17500 connections were released amount of revenue generated was 310 lacs and at Jodhpur 713 connections were released with 17.0 lacs revenue generation.
