- Government of Rajasthan has initiated e-procurement system under
e-Governance plan of the State. The concept of e-tendering in Rajasthan
has been introduced through the prestigious Rajasthan Urban Infrastructure
Development Project (RUIDP). The first online tender in Rajasthan
was issued by RUIDP on 31-5-2005. Since then RUIDP has issued total
seven tenders online.
- After studying E-procurement systems working in Brazil, South Korea,
Denmark, Ireland and Chili and discussions with Harvard University
Professors, Department of Information Technology and Communications,
Government of Rajasthan had invited tenders for development, supply,
installation, testing, training and maintenance of e-Procurement Application
Software from interested firms in January 2005. M/s Applitech Solution
Ltd., Ahmedabad, the successful bidder has been awarded the work for
the development, supply, installation, testing, training, successful
deployment and maintenance of E-procurement of application software.
M/s Applitech Solution Ltd will do the Online Tendering for the Govt.
Departments of Rajasthan Government for Seven years from the work
order date.
- The new system offers advantages of catalogue based procurement,
electronic processing, facility of auctions and electronic payment.
This will benefit in the reduced time cycle of tendering, reduced
communication cost, ability to negotiate better prices and improve
transparency. The online tendering will provide all information at
one place to the bidders on all government procurements and will reduce
transaction cost, reduction in marketing & sales promotion related
costs & will provide a level playing field for all bidders. It
will be easy for the bidders as they will submit online at its place
- Under the new system, a bidder can access the bid document from
anywhere in the world, through the Internet. The applicants would
be given digital signatures to take part in the online tendering process.
The Bidders will attest the tenders using their Digital Signatures,
which will be provided by NIC/ TCS/ etc. Their Digital signatures
will be valid for 1 year for all e-procurement works all over the
India. Bidders will download the document from the Internet and then
in the prescribed forms can submit them Online.
- The following would be provided through the E-Tendering System:-
- Information dissemination - The global public can view
the tender related information of various department such as current
and future tendering opportunities, general guidelines for doing
business with the Government, new supplier registration etc.
- Registration of supplier for certain categories of items.
- Registration of Department / PSUs for uploading and other
management
- Tender Management which will include:
- - An interface to enable the departments to upload / modify
/ remove details of tenders (NIT, Tender Document, Corrigendum
and status of Tender). If the NIT is of the interest of registered
users of the website (bidders) they will get the intimation
automatically about the NIT on their mailing address specified
at the time of registration.
- - A provision to download Tender Document by registered bidders
only.
- - A searching/ Query Module to view NIT and tender details
on different ways.
- - An interface to view current status of tender by the registered bidders or department concerned. To make available to the global public the current status of the tender.
- - An interface to enable the departments to upload / modify
/ remove details of tenders (NIT, Tender Document, Corrigendum
and status of Tender). If the NIT is of the interest of registered
users of the website (bidders) they will get the intimation
automatically about the NIT on their mailing address specified
at the time of registration.

the finalization of bids and will result in the savings of
Government money. The e-procurement system will increase transparency
by keeping a traceable electronic record of government online
transaction. The arithmetic errors will be reduced. One cannot

done away with. This will also reduce the burden on the bureaucracy.
