Rajasthan Urban Infrastructure Development Project (RUIDP)
1. Introduction:
Rajasthan Urban Infrastructure
Development Project is an Asian Development Bank assisted project having
an initial total project outlay of US $ 362M (Rs. 1529 crores) with
the rate of Dollar vis-a-vis Rupees (Rs. 42.2 per Dollar) at the time
of approval. The towns covered under the project are Ajmer, Bikaner,
Jaipur, Jodhpur, Kota & Udaipur. Out of this project outlay 69%
is ADB loan share (US $250M) on interest based on LIBOR and 31% (US
$112 M) is state share. The GOI has transferred the ADB loan amount
to GOR in Rupee terms with 30% grant and the 70% amount on interest
rate ranging from 13.5% to 9.00% per annum decided from time to time.
The date of start of the project was 18 January, 2000 and initially
date of completion of the project was fixed as 30 June, 2005 which has
been extended up to 31 March, 2009 due to addition of major Bisalpur
Jaipur Water Supply Project (BJWSP) for Jaipur city in RUIDP from the
likely savings in the project. Accordingly the project has been revised
to Rs. 1854 cr. with additional state share for completion of BJWSP
Transmission work under RUIDP. The Executing Agency (EA) for the Project
is Urban Development Department (UDD).
2. Project Objective :
The objective of the project is to optimize social and economic development
benefits in urban Rajasthan. This will be achieved through policy reforms
to strengthen urban management and support for priority investments
in urban infrastructure and services required to meet basic human needs,
improve quality of life, and stimulate sustainable economic development.
The assistance is directed at the cities with the greatest development
potential to: (i) readdress immediate infrastructure and service deficiencies
as well as meet future demands for fulfillment of basic human needs;
(ii) act as a vehicle through which the policy reforms can progress
and be effectively executed, and (iii) have the maximum demonstration
effect for replication in other cities in Rajasthan and in other states.
3. Project Impact and Outcome :
The project supports the Government's priority investment in the urban
sector, based on an urban development strategy that focuses on improving
the welfare of the urban poor and the devolution of municipal management
responsibility from states to cities. This integrated urban development
project, under which assistance is being given to the state of Rajasthan;
helps meet basic human needs by developing urban services for water
supply and sanitation, solid waste and waste water management, and slum
and environmental improvements. The project also supports street improvement
and traffic management, and strengthens other civic services required
to improve the quality and safety of urban life. The project provides
assistance towards capacity building and community participation at
the state and local levels to support the effective devolution of urban
management, taking into account the importance of good governance.
The Project, as per the agreed framework, is designed to address the
urban infrastructure development, slum improvement, civic infrastructure,
institutional strengthening and financial sustainability by supporting
the infrastructure development in following sectors;
4. Project Execution:
The Executing Agency (EA) for the Project is Urban Development Department
(UDD). The project would be implemented under its direct supervision,
with the approval of Minister, UD Government of Rajasthan.
5. RUIDP Loan:
Asian Development Bank gives loan to the Govt. of India at 60 paisa
higher on London Inter Banking Offer Rate (LIBOR) which is flexible.
70% of the total amount is given to the Govt. of Rajasthan at 9% rate
of interest (changeable) and remaining 30% of the amount is given as
grant to the State Govt. by the Govt. of India. Thus effectively the
amount is available to the Govt. of Rajasthan at about 5.90% rate of
interest. Loan repayment would be for 25 years which includes relaxation
of 5 years (repayment of loan start from the financial year on which
the money is borrowed and repayment period is next 20 years).
6. Approval by State Cabinet:
The State Cabinet by its order 140/99 dated 23.07.1999 and subsequent
order 118/2008 dated 28th August 2008 approved the project for Rs. 1854

works taken up under different sectors of RUIDP and also assess the
extent to which the socio-economic benefits are accrued to society at
large. The baseline study has been conducted for pre-project scenario
for the selected 63 sample representative packages considering cities
& sectors. Indicators for both baseline and BME have been worked
out through discussions and consultations using Logical Framework Analysis.
BME Consultants had surveyed in all the six cities as its first task
to collect pre-project situation on selected packages. On the basis
of the findings of baseline survey, city-wise reports have been prepared
which have been presented in city level seminars. After incorporating
the suggestions received in the city level seminar; consultants prepared
