Management and Implementation of Project
To execute any project successfully it is essential to have a execution
body to take decisions for running the Project smoothly. For this Management
& Implementation is executed at different levels.
Executing Agency
The Urban Development Department (UDD) of Government of Rajasthan is
the Executing Agency for the RUIDP and the Project is being implemented
under its direct supervision.
Empowered Committee (EC)
This is the apex body for the Project which is responsible for taking
all important decisions with respect to Project implementation and accord
all sanctions under the Project. To ensure timely Project implementation
and for efficient & effective decision-making, the powers of the
State Government are delegated to the Empowered Committee.
Project Management Unit (PMU) The Project Management Unit (PMU),
established by the Urban Development Dept., is the main agency for Project
planning, budgeting, preparing engineering designs & bid documents,
bidding, evaluation & award of contracts, monitoring implementation
of contracts through PIUs and overall management of all activities of
the project. The PMU is headed by a Project Director and assisted by
competent, qualified and experienced officers from various Engineering
(PWD, PHED & ULBs), Finance and other departments. The PMU puts
up matters for decision of the Empowered Committee and ensures their
compliance, submits periodic reports to the Bank, obtains necessary
approvals from the Bank, issues bid documents, evaluates bids received,
exercises supervision over construction activities, releases funds submits
reimbursement claims, ensures compliance with the loan covenants, and
exercises supervision over the Project Consultants and Project Implementation
Unit (PIUs). PMU functions under the supervision and control of Urban
Development Department.
Project Implementation Units (PIUs)
At the city level there is a Project Implementation Unit (PIU), which
is the implementing agency for works. The PIUs have been established
in all the six project cities and are headed by Superintending Engineer
level officers and assisted by competent, qualified and experienced
officers from various Engineering (PWD, PHED & ULBs), Finance and
other departments. The PIU are under the direct administrative control
of the PMU.
City Level Committees (CLC)
For finalization and implementation of various works and removing various bottlenecks at the local level, City Level Committees (CLCs) has been constituted by the State Government. Their responsibility is to assist in planning and programming the project activities, serve as a coordinating agency to direct the activities of the different line agencies, serve as a mechanism for ensuring that the public is represented in the Project activities, monitor the Project progress and activities, and provide overall subproject guidance.
The Empowered Committee is requested to accord permission to establish City Level Committees in each of the Project cities except Jaipur, with the following composition:

The City Level Committee would meet at least once per quarter, or more frequently if required, to review the Project activities, identify issues for improvement, and provide guidance to the PIU on actions to be taken to improve the Project performance. The committee for Jaipur is headed by Secretary Urban Development and in the other five project cities is headed by the District Collector. The CLC includes public representatives, NGOs and Govt. officials from line agencies.
